Meaning
When a Cisco router encounters error code 123, the message- there was no busy label for routing client%3 (ID%), phoned number%4 (ID%) is displayed. In other words, a script specified that for phoned number%4, a busy label should be returned to the routing client%3, however, no such label is configured and action will be taken to set a busy label for the Routing Client you've chosen
